Report module is not working well

Hello,

My SuiteCRM version is 7.8.1 and I am facing issue in Report module. Report is not display records in Regular user account. Report is created by Admin User

Case is:

Two reports for meeting held report and opportunity module report is created by Admin User and Assigned to Regular User. Same for other regular user also. Now Admin user can see all records in report but Assigned regular user is not able to see records.

Does the normal user have any security groups assigned to them?

Security groups is disabled so not assigned to any user. Please check attached screen shot.
