SuiteCRM Dashboard Modification on 7.11.7 version - Pencil not active

Hi, on a new installation (ver 7.11.7 with php 7.2.20) the pencil (and even the other icons) to change Homepage Dashboard is not active . On a different installation (ver 7.8.2) everything is ok. Could you give me an help?

I have the same problem, anche also the Add Dashlet do not work.
I’m on a new 7.11.7 installation on a Windows 10 Pro.
SuiteCrm root folder has Full Control for all object to Administrators, users, System, Authenticated users, and the running users.
