AOP: In Settings is "Round Robin" selected Inactive/Terminated users are selected

Hi

If one selects in settings for AOP “Round Robin” Inactive/Terminated users are assigned the case.

Expected:
If “Round Robin” is selected ONLY active users are assigned cases.
